What is this item that came in a box from LTD Commodities with the Rest of my Order,?

I didnt buy this thing but it came in a bag in the box. It looks like a locket. It is blue and has so called gems around the blue emerald looking thing. Also it folds open like a locket. There is a metal thing around the edge that folds open and im soo confused on what it is. Please help.
