Cant get brine shrimp to hatch!?

You shouldn't be using baking soda. And by air filter do you mean air pump? Just make sure the water has air bubbles circulating in it to keep the shrimp eggs moving and they will hatch. So to sum it up you need salt, moving water, and the eggs and they should hatch. No baking soda.
